Birmingham Economic Development Partnership’s Worklessness Programme

Allocation: £45.4m was allocated 2008-11 to tackle worklessness and barriers to employment by supporting evidence based interventions. The resources are to be used alongside those of partner agencies and targeted upon those super output areas in the city with a worklessness rate of 25% and above (a super output area is a census unit and contains about 1,500 people). This allocation, will for example, contribute to the funding of the Constituency and Neighbourhood Employment and Skills Plans, and to employment support for homeless people.
City Housing Partnership

Allocation: £3m was allocated for 2008-11 which will be targeted upon LAA outcomes that will benefit those people living in those neighbourhoods where the super output areas are in the worst 5% in England, or in those super output areas where worklessness exceeds 25%. This allocation will, for example, contribute to the funding of a low cost loans scheme and a benefit check and advocacy service to vulnerable households.
Health & Wellbeing Partnership

Allocation: £11.7m was allocated for 2008–11, which will be targeted upon LAA outcomes that will benefit those people living in those neighbourhoods where the super output areas are in the worst 5% in England, or in those super output areas where worklessness exceeds 25%. This allocation will, for example, contribute to the funding of programmes aimed at reducing obesity rates and interventions to improve the wellbeing of older people and support to people with learning disabilities.
Safer Birmingham Partnership

Allocation: £3m was allocated for 2008–11, which will be targeted upon LAA outcomes that will benefit those people living in those neighbourhoods where the super output areas are in the worst 5% in England, or in those super output areas where worklessness exceeds 25%. This allocation will, for example, contribute to funding junior youth inclusion projects and interventions aimed at managing violence and disorder that prevent people coming into the city at night.
Children & Young People Partnership

Allocation: £7.8m was allocated for 2008 –11, which will be targeted upon LAA outcomes that will benefit those people living in those neighbourhoods where the super output areas are in the worst 5% in England, or in those super output areas where worklessness exceeds 25%. This allocation will, for example, contribute to supporting families regarding literacy, numeracy and employability and support to people at risk of worklessness. This also includes support for vulnerable children.
Cultural Partnership

Allocation: £2.8m was allocated for 2008–11, which will be targeted upon LAA outcomes that will benefit those people living in those neighbourhoods where the super output areas are in the worst 5% in England, or in those super output areas where worklessness exceeds 25%. This allocation will, for example, contribute to the funding of connecting the City Centre cultural resources to local neighbourhoods and developing volunteering.
Environmental Partnership

Allocation: £3m was allocated for 2008–11, which will be targeted upon LAA outcomes that will benefit those people living in those most deprived neighbourhoods where the super output areas are in the worst 5% in England, or in those super output areas where worklessness exceeds 25%. This allocation will, for example, contribute to funding the Street Champions programme and anti graffiti action.
Contribution to Community Chests

Allocation: £6.5 million was allocated to 2008-11 as a contribution to the Community Chests managed by individual wards and constituencies.
Recession Package

Allocations: £5.2m has been allocated 2009-11 to tackle the impact of the recession across the city, with measures including loans to small and medium sized enterprises (SMEs); redundancy support; support for the Future Jobs Fund and help for SMEs with the payment of business rates.
Total Place

Allocation: £1m was allocated to take forward the Total Place pilot, a programme begun by Be Birmingham in 2008 and commended as a model for good practice in HM Treasury report on Operational Efficiency. The pilot is exploring the potential to both improve service delivery and reduce costs to the public purse through early interventions by partners on behalf of other agencies.
Local Infrastructure Support

Allocation: £4.9m was allocated 2008 -11 to meet some of the costs of the constituencies in helping to facilitate ‘local working’.
Social Capital/Enterprise Investment

Allocation: £5m was allocated 2008-11 to enable third sector organisations to respond better to bidding and commissioning opportunities that occur and to enable them to deliver more effectively in the most deprived neighbourhoods.

Allocation: £1.2m was allocated 2009-11 in recognition that in taking forward the LAA including its annual "refresh" there will need to be further inter-agency community engagement work with local communities.

Neighbourhoods

This allocation will contribute, for example, to funding of a programme of neighbourhood management in the less affluent parts of the city.
