Elaine Elkington is Acting Strategic Director of Housing and Constituencies for BCC. She joined the Council in August 2004 as Director of Housing responsible for the largest Housing service in the UK. Her new “constituency portfolio” is to oversee the implementation of the Council’s localisation agenda, joining up two large service directorates to concentrate on neighbourhoods and sustaining communities. She chairs the City Housing Partnership and is a member of Be Birmingham Executive Board.
From 2000 to 2004, Elaine was Director of Regeneration and Housing at the London Borough of Hammersmith and Fulham, responsible for delivering a range of affordable housing products, such as Imperial Wharf and White City regeneration. Her portfolio included town centre management, European Funding and Business Improvement districts. In April 2004, she oversaw the establishment of Hammersmith and Fulham’s ALMO of 18,000 properties.
Previous posts include Director of Housing, Environment and Community at Stafford BC (1995-2000) and Deputy Director of Housing in Northampton Borough Council.
Born and educated in Birmingham to the age of 18, Elaine studied law at University College London and College of Law, Lancaster Gate. She joined local government in 1983. She is a Fellow of the Chartered Institute of Housing and is a member of the Strategic Housing Advisors’ Network.
